Richard Balfour, President
Richard has been a leader in both commercial and military applications of real-time simulation and visualization technology for over 20 years, including high-fidelity aircraft flight and full-mission simulators, electronic systems and maintenance trainers, and operational simulators for advanced transportation systems. He was responsible for the technical design and development of Grumman Corporation’s $50 million state-of-the-art real-time simulation facility (the Simulation Systems Development Laboratory), and more recently has applied his skills to create a world-class Intermodal Transportation Simulation System (ITSS) at The National Aviation and Transportation Center at Dowling College (Shirley, NY). As a founder and president of BALFOUR Technologies, Richard has successfully applied fourDscape® technology to several major development and construction projects, and will continue to assume overall responsibilities to ensure the quality of the company’s products and services. Richard has given numerous presentations in various professional conferences. He has a Bachelor’s degree in Math and Computer Science from Hofstra University, 1977. |
Dr. Robert Balfour, Chief Technology Officer
Bob’s successful academic career enabled him to become a Software/Systems Consultant. At Grumman Corp., he excelled at designing, developing and managing complex software systems, including operating systems, compilers, real-time executive and graphical displays. He has also been a technical consultant on numerous projects at Eaton Corp., A.I.L. Division and Grumman Corp., designing and developing real-time man-in-the-loop control systems, replay systems, software development tools and on-board mission software. For eight years at Grumman Corp., Bob was primarily responsible for the design, development and integration of Grumman's Simulation/Systems Development Lab, a multi-station, real-time manned simulation environment providing realistic graphic representations of numerous high-fidelity platform simulators, subsystems, terrain, weapons and navigation systems. Other consulting work has involved the design and development of numerous real-time control and management systems, and a Windows-based graphical user interface for interactive database management, which is currently being marketed in the U.S. and internationally. Bob worked closely with Dowling College's National Aviation Transportation Center to design and develop the world's first Intermodal Transportation Simulation System, under a multi-million dollar federal grant, and is also leading research into emerging 4D visualization techniques and computer-generated holographic display technology. Most recently, he has been the principal designer and developer of Balfour Technologies’ patented fourDscape® software system. Dr. Balfour received a Bachelor’s degree in Math and Computer Science from Hofstra University, 1977, an M.S. in Computer Science, S.U.N.Y. Stony Brook, 1980 and his Ph.D. in Computer Science from Barrington University in 1999.

Scott Meyers, Chief Operating Officer
Scott is a veteran in the technology industry with over 25 years of software experience in the field of disaster recovery, business continuity and business protection. He has a strong background in operations, finance, business development, partner and channel relationships, and HR and has lead companies from startup, through tremendous growth to industry leadership and IPO. Scott joined Balfour Technologies in July of 2007. Prior to joining Balfour Scott provided consulting services to several startup and small companies. He was also a co-founder of NSI Software and served in several different capacities during his 13-year tenure including Chief Financial Officer and Chief Operating Officer. Mr. Meyers was instrumental in the Company’s continual growth and move into the forefront of the industry. Prior to founding NSI Software, Scott was employed by Digital Metacom, Inc., a voice and data telecommunications company, where he spent 11 years from inception through IPO. He held various senior management positions in the company’s finance department. Mr. Meyers received his Bachelor of Business Administration degree from Dowling College of New York in 1983. |
George Davis, Senior Applications Engineer
Prior to joining Balfour in October of 2007 George was U.S. Technical Solutions Manager for Earth Resource Mapping, the worldwide leader in enterprise geospatial imagery solutions which was acquired by Leica Geosystems Geospatial Imaging in 2007. Prior to this George was President of Davis Associates Inc. a Geographic Information Systems and Remote Sensing Consulting firm in Long Island, New York. He has worked as a consultant to Federal, State and Local Governments in a support role aiding first responders in events ranging from:
- The attack on the World Trade Center on 9/11/2001, working at the Emergency Mapping and Data Center at Pier 92 in NYC.
- The Tsunami in 12/2004, working with Cornell University to create web based GIS for disaster response teams in Sri Lanka and Thailand.
- The hurricanes in the 2004 and 2005 seasons by providing image processing software and aerial photo mosaics of the devastated areas as both pre and post event datasets to USACE and FEMA and the states of Florida, Mississippi and Louisiana Emergency Operations Centers during Hurricanes Katrina and Rita.
- Operation Lupercale with L.A. County Sheriff’s Dept.
In a non-disaster role Mr. Davis has worked at the Multi Agency level in support of NYPD, FBI, U.S. Capitol Police and National Geospatial Intelligence Agency at the 2004 Republican National Convention and the 2005 presidential inauguration by providing large scale citywide image mosaics and software. George has also worked on critical infrastructure protection projects with clients ranging from the U.S. Army Corps of Engineers, The U.S. Air Force Remote Sensing Lab, the U.S. Border Patrol and U.S. Capitol Police and the New York State Emergency Management Office, as well as other government and private sector clients. He is the Geospatial Information Coordinator for the New York Metro Infragard Members Alliance and is a member of the Board of Directors.
